The proposed model integrates multi-criteria analysis (MCA) with a novel 30-year evaluation framework, enabling the comparative assessment of alternatives at different point in time. The MCA approach prioritises impact identification and stakeholder engagement through iterative roundtable discussions. By synthesising multiple evaluation techniques, the methodology facilitates consensus building, mediates competing interests, and accommodates temporal variability. This tailored framework enhances strategic decision-making, ensuring that sustainable infrastructure planning is informed by both technical assessments and political considerations.
