The usage of road networks by road freight transport has grown since the first generation of pavements and structures, it is still growing, and regulations concerning weights and dimensions have widely evolved. These developments might accelerate the wear of infrastructure, therefore costs for infrastructure maintenance, repair and strengthening increases. For a National Road Authority or road manager, these effects are obvious, although not easily monetized. To be able to make effective policy, it is very important that the information about these effects is understandable for policymakers, contains the correct details and that the costs are transparent with a certain degree of reliability. To deal with this issue, Cerema -which is the French national institute for road maintenance and assessment- has proposed a new service for road managers, which is the comprehensive monitoring of traffic loads and/or structures. Depending on the needs of the infrastructure managers, the traffic loads are being recorded and analyzed, and some vulnerable infrastructure elements (bridge or pavements) can be instrumented for better assessment and residual life estimation. This paper will detail this innovative technical solution, by focusing on the sensing techniques that are being used and the processed information that is provided to the NRAs. For that, the implementation on an existing, integral, concrete bridge will be described.
