This concluding chapter reflects on the empirical and normative challenges in analyzing the legitimation of domestic military deployment. It emphasizes that mapping how certain forms of state violence come to be perceived as legitimate does not equate to endorsing them. Reiterating the limitations of the inside/outside theoretical framework, the chapter emphasizes the value of the analytical instrument provided in the book, grounded on an empirical approach to capture legitimation. It recaps the book’s previous chapters and argues that the Brazilian domestic military deployments are underpinned by a dominant discourse, rooted in exclusionary, militarist, colonial, and anti-democratic beliefs. These ideas are argued to not only legitimate specific operations but also structure the broader civil-military relationship in Brazil.
