Policy campaigns are strategic efforts aimed at influencing public opinion, shaping political agendas and driving legislative or administrative change. This chapter examines some of the most remarkable campaigns in the twentieth century, including right-hand drive, a dissecting of the War Against Indiscipline (WAI) and elements of its focus, including work ethic, nationalism, and patriotism, corporate support for the policy, corruption and economic sabotage, environmental sanitation, WAI brigade, WAI and the media, a review of the policy birthing the New WAI. It also discusses its succeeding campaign, Mass Mobilisation for Self-reliance, Economic Recovery and Social Justice (MAMSER), its framework and organization. The chapter points out the core components, strategies and institutional contexts that define effective policy campaigns, and highlights the roles of advocacy groups, media, policy makers and citizens. It explores how communication tools, such as public messaging, lobbying, grassroots mobilization and digital media, are deployed to frame issues, build coalitions and sway decision-makers. The chapter also analyses the ethical considerations and regulatory environments surrounding policy advocacy, particularly in democratic contexts where transparency and public accountability are paramount. The chapter offers an intellectual position of policy campaigns as a vital mechanism for civic engagement, democratic participation and societal change.
