This chapter examines the territorial governance (TG) dynamics at play in Just Green Transition (JGT) planning processes. The place-based policymaking concept of territorial governance (TG) is employed to investigate the planning procedures implemented during the preparation of EU Territorial Just Transition Plans (TJTPs) in three Swedish regions—Gotland, Norrbotten, and Västerbotten. The chapter highlights that TG provides an important lens through which to formulate and evaluate JGT planning processes. While many of the key characteristics of TG were present in the Swedish EU TJTPs planning process, the role of regional and local institutions and stakeholders was often constrained in top-down policymaking processes dominated by national government and sectoral actors. This indicates that more effective TG approaches are required to ensure that regional and local actors and knowledge are fully integrated in future JGT policy and planning processes.
