While the Clinton impeachment was pending before the Senate, a subcommittee of the Senate Judiciary Committee held hearings on the question whether a President should be subject to indictment and compulsory judicial process. This chapter focuses on the testimony of former government officials, constitutional scholars, and experienced practitioners who expressed differing views on presidential immunity. Notably, however, the OLC opinion was not even referred to by the witnesses.
