Health Technology Procurement Process Analysis in a Public Hospital in Campinas, SP

The practice of medicine has increasingly become intertwined with technology. Therefore, effective management of health technology is essential to promote proper functioning and to increase the life cycle of medical equipment. In this regard, clinical engineers have a crucial role in merging knowledge from medical and engineering fields to achieve practical management goals when the equipment is already part of their work environment and by integrating new hospital technologies. The acquisition of new technologies is a complex process involving many stakeholders beyond clinical engineering, and standardizing these processes can be highly beneficial in guiding decision-making processes in a more objective manner. This work focuses on understanding how these processes unfold in a public hospital in Campinas (state of São Paulo, Brazil) and seeking to improve them, considering the recommendations provided by national and international reference organizations. To achieve this goal, this research was developed in two stages. Firstly, the data was collected in the hospital environment to understand, through participant observation, conversations, and interviews, how these processes occur in practice and what the main local challenges are. Following this stage, the data were analyzed, to identify the subjects most related by the interviewees. The results allowed for the identification of the main concerns and difficulties of those involved in the acquisition processes, as well as perspectives on improving these processes in the hospital.
