This chapter describes how the U.N. Charter establishes the framework for the United Nations “to maintain international peace and security” pursuant to normative principles and procedural steps that can initiate enforcement actions by Member States of the United Nations. Key U.N. Charter provisions are explained: Article 2(3) on peaceful means to settle disputes, Article 2(4) on refraining from the threat or use of force against any state, Article 2(7) on denying the United Nations to intervene in the essentially domestic affairs of any state, Articles 10, 11 and 14 empowering the U.N. General Assembly to participate, within limits, in situations of peace and security, Chapter VII which establishes a detailed roadmap for the U.N. Security Council’s authority to take action to maintain or restore international peace and security, and Chapter VIII which describes the important role regional arrangements or agencies can play in dealing with matters of international peace and security, albeit in coordination with the U.N. Security Council. The chapter explains the U.N. Charter’s outdated provisions on addressing peace and security issues.
