Maritime Cyber Resilience: Bridging Cybersecurity and Regulatory Frameworks

The maritime industry is a leader in the transportation sector. Shipping companies play key roles in a global supply chain. Moreover, the maritime sector is part of the critical infrastructure. Due to the adaptation of diverse digital technologies, new threats and risks led to the introduction of a cybersecurity dimension into maritime legal frameworks and management processes. Typical cybersecurity frameworks provide general cybersecurity workforce development approaches and do not cover specialized recommendations for particular sectors. However, maritime cybersecurity needs more attention and efforts to ensure national and regional cyber resilience, especially in the tense geo-political situation. Safe and secure shipping is operationally resilient to cyber risks. The most effective method of dealing with an incident is to prevent it from ever happening. Therefore, this paper aims to lay the foundation for developing the national maritime cybersecurity ecosystem, considering good practices from multiple disciplines.
