Traditional mental health governance frameworks have reached their structural limits facing global demand. This chapter introduces the 5P Model—predictive, preventive, personalized, participatory, and precise—as a governance framework for managing the transition from workforce-centered to data-centered behavioral healthcare. Building on the multilayered tech governance ecosystem (Fig. 1.1 ) and the comparison between traditional and tech-mediated governance approaches (Table 1.2 ) introduced in Chap. 1 , the 5P Model provides a comprehensive response to the governance challenges created by digital transformation. Unlike incremental approaches that attempt to regulate digital tools within existing frameworks, the 5P Model provides governance architecture for systems increasingly operating beyond traditional professional mediation. We demonstrate how each component addresses specific governance challenges and introduce the Digital Behavioral Health Expert as an essential bridge between governance domains. This framework offers managers, policymakers, investors, and developers a practical path for governing behavioral health where data has become the infrastructure of care delivery.
