Our story began in April 2020 when the client, a United Kingdom government department, contacted an established research team from the University of Southampton to pilot and evaluate a COVID-19 screening programme. The authors of this chapter were hired as consultants to run a qualitative evaluation of this pilot screening programme. To be deemed effective, the programme had to be useful and practical for end users. Over a four-month period, we conducted online interviews and focus groups to explore the experiences of 210 people taking part in the pilot, and 13 who had declined to participate. To aid recruitment, the evaluation team worked closely with stakeholders across the city of Southampton in southern England. Hiring a team of 11 qualitative researchers—the “Qual Army”—was essential to build enough capacity to manage the client’s demands and short deadlines. The scale and speed of this project required rapid and agile planning and execution, with frequent last-minute adaptations to meet the client’s requests in the ever-changing landscape of the pandemic. This consultancy case study describes how we planned and delivered the rapid qualitative evaluation, managing a large team of researchers and collaborating with stakeholders who had their own, and sometimes competing priorities.
