Co-production of Public Services and Artificial Intelligence: Exploring the Opportunities and Challenges

Co-production, as a collaborative approach involving citizens with government entities in the provision of public services, has emerged as a prevalent and dynamic phenomenon in contemporary governance. Recently, the integration of artificial intelligence (AI) into public governance to enhance efficiency and transparency has begun to reshape administrative processes and decision-making and can have significant implications for co-production of public services. This paper presents a thorough literature review to examine how the applications of AI in public governance influence co-production and to discuss their broader implications. It explores the integration of AI into public governance, analyzes its implications for co-production, and examines the resulting opportunities, complexities, and risks. The findings indicate that while AI offers substantial potential for fostering co-production and enhancing public service provision, important challenges and ethical considerations must be addressed to ensure positive outcomes.
