Local governance in Bangladesh depends on the standing committees within Union Parishad (UP) and Upazila Parishad (UZP). Essentially these committees are meant to serve as means of providing decentralized governance, providing transparency, as well as fostering development through participatory decision making. Nevertheless, this has been due to challenges such as political interference, limited financial resources and capacity constraints. This article attempts to examine the evolution of the historical evolution, structural framework and operational dynamics of standing committees in rural Bangladesh. The article provides an analysis of problems in revitalising these committees, by considering the existing legal provisions, current practices, and practical barriers to their effective functioning. To strengthen the capacity of committee members, reduce political interference, and sufficiently finance the provisions of adequate financial support to the local government, recommendations are offered that will improve service delivery and governance at the local government. The findings illustrate how standing committees can improve local autonomy and contribute to rural sustainable development as long as they have available tools and support. Instead, the article suggests a more decentralized and pluralist governance in which standing committees, not their chairpersons, provide the organizational glue for local development activities.
