Women’s Quota, Panchayats to Parliament: A New Chapter in India’s Democratic Journey

The three-tier structure of rural local government—Zila Parishad, Panchayati Samiti, and Village Panchayat—was introduced following the Balwantrai Mehta Committee’s report. However, Panchayati Raj Institutions (PRIs) remained ineffective for decades due to challenges such as irregular elections, inadequate funding, political interference, upper caste-class domination, and the absence of women’s participation (Ghatak & Ghatak, 1999).
