Lessons from post-disaster recovery in Indonesia have revealed quality issues in humanitarian responses, often attributable to insufficient monitoring, evaluation, and compliance with standards. Evaluation, a critical stage in the post-disaster response cycle, requires appropriate indicators to measure outcomes effectively. This chapter presents the results of a document review exploring the current indicators and criteria deployed in planning, designing, and monitoring post-disaster housing projects in Indonesia. The review method involved analyzing two categories of documents: (1) Indonesian laws, government acts, regulations, and housing standards; and (2) published handbooks and guidelines for post-disaster and humanitarian housing construction. The findings indicate a significant gap in the comprehensiveness of housing performance indicators and criteria within the current regulatory framework, particularly concerning the integration of the Disaster-Resilient Housing concept. Notably, no comprehensive set of performance criteria has been developed specifically to encompass disaster-resilient housing principles for post-disaster reconstruction in Indonesia.
