Summary, Conclusions and Future Needs

This STAR book summarizes the activities and outcomes of the RILEM TC 264-RAP (Asphalt Pavement Recycling). The STAR was developed by focusing on five distinct domains of activities with respect to use of recycled asphalt (RA) in hot, warm and cold asphalt mixtures. Activities for cold recycling have focused on evaluating various ways to design, prepare and cure cold recycled asphalt mixture specimen stabilized with Portland cement as active filler and their effects on as measured mechanical properties. This was accomplished through an interlaboratory testing campaign between more than 30 laboratories with two unique sources of reclaimed asphalt pavement (RAP), unique asphalt binder for making foamed asphalt and one source of asphalt emulsion. Recommendations have been developed regarding laboratory specimen preparation and curing procedures and their impacts on mechanical properties of cold recycled asphalt mixtures. The assessment of mechanical properties and performance indicators from laboratory tests on warm-mixed asphalt (WMA) mixtures with RA have been done through interlaboratory study between eight (8) laboratories using same RAP materials and same bitumen. Preliminary recommendations with respect to practice of designing WMA mixtures with RA have been developed through this effort. Through review of literature and professional inputs of experts, definitions and basis for assessing the degree of binder activity (DoA) in RA were done. The DoA measurement protocol was assessed through interlaboratory study between 17 laboratories. The analysis of these results have formed the basis of key findings on assessing degree of binder activity for RAs and helped identify next steps to formalizing such techniques and exploring degree of binder blending between virgin and recycled binders. Lastly, the current state of knowledge in use of life cycle assessment methods to assess asphalt mixtures with RAs was compiled through literature review, survey of professionals and international webinar. This compilation has helped identify the main gaps in knowledge and corresponding practice implications.
