The rapid evolution of digital and AI-assisted technologies presents significant challenges for technological development, particularly in complex contexts such as cyber-physical systems (CPS). Addressing these challenges requires iterative approaches to navigate wicked managerial problems where analytical methods fall short. This paper introduces the Technology Inquiry Reference Model (TIRM), a lightweight framework that bridges problem and solution spaces in technological development. Supported by the Technology Inquiry Canvas (TIC) and the Technology Inquiry Process (TIP), the artifact integrates relevance and rigor to enable informed, collaborative development. The TIRM introduces a novel triadic approach that centers the developer as an empowered actor in complex design tasks. This contribution advances the field by operationalizing relevance, rigor, and human agency through integrated visual and process tools.
