Successful socio-economic transformation of rural areas is possible only with the active participation of young people. They determine the competitive advantage of a municipality, region, country, arising from the innovative nature of modern social development of young minds, capable of making most of the scientific and technical discoveries and offering a maximum of fresh ideas during the formation of an “adult personality”. Today, rural youth are not ready to generate project initiatives. To initiate their own ideas, young people lack knowledge and skills in project activities, adequate information context and targeted support for ideas. Transformation of approaches to the implementation of state youth policy from resource-oriented and political science towards a subject-activity approach contributes to individual and social development of rural areas. Young people, having acquired the skills of social design, become not only participants in projects implemented by government bodies, but also full-fledged subjects of initiation and implementation of their own ideas. The organization and implementation of targeted work by public authorities to develop project activity competencies will expand the potential of this resource. Moreover, this process contributes to the formation of autonomy, independence, stability and the identification emergence young people and society in the context of “personality-society” and “personality-small homeland”.
