This article presents the Atlas Filipeia, a pivotal Geographic Information System (GIS) service developed by the City Government of João Pessoa, Brazil. This system is an essential tool for city employees, professionals in architecture and engineering, students, and the general public. The research directly identified the georeferencing needs of city departments and defined user profiles. It successfully prototyped two minimum viable products: a website and a mobile application, while also outlining a robust plan for their implementation and maintenance. By employing the Design Science Research (DSR) methodology, this study delivers problem-solving artifacts that significantly advance scientific and technological knowledge.
