Even though drug overdose deaths are showing slight declines, they continue to be a vexing problem across the US and especially in Alabama, where improvement has lagged behind the rest of the nation. Accurate and adequate data collection is essential to narrow the gap between access and activities in terms of drug use prevention. This paper reports on the development of a data collection tool for the Alabama Department of Public Health and details the use of a 5-step method for development. Data were reported for October and November 2024. During that period 13,080 doses of naloxone were distributed, primarily in secondary education, community-, and faith-based organizations. Linkages to care were made in harm reduction and public safety settings and 90 referrals to care where made, 87 of which were behavioral-related. The Connect AL mobile app showed a 12-fold growth in downloads suggesting that putting resources more proximal to the user is valuable. Certified Recovery Support Specialists showed an increasing trend in participation. Results of a usability study using the validated System Usability Scale suggest that ALA2A is acceptable or good with a net promoter score on the right margin between passive and promoter. Identified barriers and areas of focus are further identified and explored.
