Artificial Intelligence has shifted from niche research to an embedded infrastructure that shapes markets, critical services, and geopolitical power. Legal instruments have multiplied in response; however, the fragmented national laws, voluntary standards, and sector-specific guidance remain outpaced by the velocity, scale, and systemic nature of AI risk. This chapter critically evaluates the fitness of today’s regulations against present and projected challenges, identifies key gaps, and proposes a forward-looking agenda for adaptive, globally coordinated governance through 2030. The analysis is organized into five parts: a diagnostic of regulatory insufficiencies; an inventory of missing safeguards; a road map for evolutionary, risk-proportionate oversight; pragmatic recommendations for near-term policy action; and the need for a new ethos of international, lifecycle-based AI stewardship.
