Food Systems Within a Circular Economy Framework

The circular economy is a system that combines long-term use, maintenance, repair and waste collection to minimise environmental damage in the production and consumption processes of products. One of the various dimensions of circular economy is circular food systems. As a result of the production cycle in food systems, the problem of food waste arises because the recycling product obtained after the food becomes waste cannot be used for food for people. Waste is not only a key input in the circular economy, but also a policy issue. Excessive amounts of household waste, including food waste, are generated when policy makers favour competitive markets and value consumption over production. When the issue is approached from this perspective, it is important to investigate the gains of food systems to the circular economy as well as the background of waste policies. It is thought that neoliberal policies have negative effects on the increase in hunger and extreme poverty problems together with overconsumption and waste worldwide. In this study, neoliberal food policies are analysed with this approach and policy recommendations on circular food systems are tried to be developed. Since the study is a conceptual analysis, a literature review has been conducted and the deficiencies and inconsistencies in the way the concepts are handled in the literature have been pointed out. The reason for these shortcomings and inconsistencies is that in the analyses of circular economy and circular food systems, the commodifying and thus marketising capability of neoliberal economic and political processes on things, inventions and systems that are not yet subject to the market is overlooked. In this respect, the study approaches the relevant literature with a critical review method.
