At this stage of development, society is undergoing a fundamental digital transformation that affects all aspects of social and industrial life. This transformation is redefining traditional approaches to education and training, leading to the emergence of Industry 4.0. The article examines the new educational environment architecture adapted to the needs of Industry 4.0, with a focus on legal and personnel support for the investment. In the era of digitalization, globalization, and convergence, educational systems are facing the challenge of developing new curricula and methods to meet the demands of the labour market. Increased competition among educational systems requires investments in educational technologies and infrastructure. These investments are crucial for creating a training environment that can prepare specialists for the changing conditions of Industry 4.0. Another important aspect in this context is staffing—teachers need to have not only a deep knowledge of their field, but also a good understanding of new and innovative digital technologies. This article takes a comprehensive look at how investments in education, legal and personnel policies can contribute to creating a new type of learning environment. In conclusion, the paper considers topical issues of reformatting the structure of implemented professional educational programs, updating the theoretical apparatus, applying new approaches and formats for organizing the design of the educational process, including with the active inclusion of future employers (representatives of the manufacturing, industrial, economic sectors) for high–quality and effective training of qualified personnel to the challenges of the era of rapid change—the Fourth the Industrial Revolution.
