In the era of frequent international exchanges, diplomatic gift-giving faces challenges such as ‘heavy industrial’ production and last-minute procurement, which undermine diplomatic communication and cultural expression. This paper examines the paradigm shift from material-centric to culture-centered diplomatic gifts. Through digitizing traditional patterns, we construct an image language library. By reorganizing visual elements and redefining semantic frameworks, we develop a modern-context-adapted visual narrative language. Using the approach of the Central Gift and Cultural Relics Management Centre as a case study, we establish a new national gift development framework. Results demonstrate that the visual-narrative-based design model enables quantifiable visual language construction, enhancing linguistic consistency, development efficiency, and approval effectiveness in national gift creation.
