Decoloniality and AI: Possibilities and Pitfalls

This chapter situates AI as an expression of state power and by this extension considers its role in aiding and abetting coloniality, uneven development, and uneven iterations of scientific advance. In taking a critical decolonial approach, this chapter seeks to investigate whose values and cultural norms are upheld when adopting AI based systems, and how historical asymmetries of power necessitate the differential application of AI based technologies with consequences that remain highly racialized and gendered. It also highlights how critical decolonial approaches to AI can move current discourse beyond the liberal legal framing of ethics and regulation, open discourse up to a multiplicity of perspectives, and encourage harm reduction to be at the forefront of the design and development of public AI applications.
