Integrating Geodesign Framework for Flood Resilient Town in Hill Areas: A Case of Kullu

Floods are the most frequent and destructive among all-natural disasters, severely disrupting natural and man-made resources, the environment, socioeconomic, and many other facts of human existence. Himachal Pradesh is a vulnerable state to many natural disasters. The state has been facing extensive damages every year because of these disasters which include flash floods caused by heavy rainfall and cloud burst, landslides, and earthquakes. There is a need for resilient planning in the hill towns for reducing the impacts of impacts. The present chapter focuses on integrating geodesign framework for resilient planning in the hill towns for reducing the impacts of the floods. A three-stage geodesign-based methodology was used for this study which includes collection and analysis of data and flood resilient planning based on GeoDesign. The first stage includes gathering background and geographic data related to the research field. The second stage is to prepare a flood susceptibility map by integrating Geographic Information System (GIS) -based weighted overlay through Analytical Hierarchy Process (AHP). The last stage is based on interactive three-dimensional (3D) design platform and stakeholder engagement to develop a flood-resilient model. As a result, the outcome demonstrates the framework for flood resilience, which provides insightful guidance and a workable method for developing towns in hilly areas that have the capacity to cope and adjust to the problems caused by an increase in flood frequency.
