“A poor school is always the sign of a poor democracy” (Scotellaro 1951). It is also for this reason that Nelson Mandela’s famous phrase, “education is the most powerful weapon you can use to change the world”, is considered the torch of hope for the redemption of democracy. The more social mobility is rigid, the more Mandela’s phrase gains significance. Education, as mentioned at the beginning of the previous chapter, owes its nature as a merit good to the peculiar characteristic of raising both individual and collective well-being. In addition to the increase in an individual’s education, there are the multiple benefits that the community obtains by virtue of the “positive externality” represented by the greater diffusion of knowledge in the population that the public education system ensures.
