These projects often span over decades, encompassing an entire economic cycle, governmental shifts, periods of growth and recession, multiple five-year plans, financial budgets, political shifts, social unrest, and unforeseen events such as pandemics and natural disasters. Given this dynamic context over such a prolonged timeline, initial prospects and objectives are subject to significant changes as new challenges arise and opportunities emerge. This paper examines the factors that influence the shifting landscape of megaprojects and their core objectives with a case study.
