This study aims to implement e-Government services based on Jogja Smart Service (JSS) in the city of Yogyakarta in the context of transformation towards a smart city. Using the Unified Model of Electronic Government Adoption (UMEGA) framework, this study disseminates the influence of citizen perspectives and electronic governance models on the implementation of public digital services. Data were collected through a survey of 100 JSS user respondents using a quantitative approach, which was analyzed using the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method. The results showed that citizen perspectives had a significant influence on JSS adoption, reflecting the importance of public awareness, acceptance, and involvement in this technology. In contrast, the electronic governance model did not show a significant influence, highlighting the need for improving technological infrastructure and developing more relevant governance systems. This study provides theoretical contributions by testing the relevance of UMEGA in a local context and practical contributions in the form of strategic recommendations to improve the implementation of digital technology in the public sector. Optimizing JSS is seen as an important step in supporting the vision of the city of Yogyakarta as an inclusive and sustainable smart city.
