Leadership
摘要
This chapter delves into the multifaceted nature of police leadership, conceptualizing it as a dynamic interplay of leadership, administration, and relational functions. The chapter emphasizes that leadership must be adaptive, rooted in values, context-aware, and strategically balanced between operational proximity (the “dance floor”) and oversight (the “balcony”). It presents leadership as a collective, processual phenomenon cocreated by formal and informal leaders. Drawing on theoretical frameworks and practical models, it outlines decision-making styles tied to problem types, the importance of trust and empowerment, and the strategic role of police leaders in a changing society. Leadership is framed as a catalyst for human potential, grounded in legitimacy, ethical conduct, and clear purpose.
