This chapter analyzes governance models within the police as a public institution, focusing on how various management paradigms influence leadership and organizational performance. It outlines the distinct characteristics of public organizations and introduces the concept of “public ethos” as a foundational value system. The chapter explores governance paradigms such as bureaucracy, professional governance, new public management, digital era governance, and public value management. It also discusses key operational logics like rule-based governance, goal-oriented management, value-based leadership, economic control, and professional autonomy. Emphasis is placed on the interplay and tensions among these forms, highlighting the complex landscape leaders must navigate to ensure accountability, effectiveness, and legitimacy.
