Collaboration and Involvement

This chapter explores the relational and human dimensions of police leadership, emphasizing collaboration, participation, and involvement as key elements. Leadership is defined as a processual, relational phenomenon that both shapes and is shaped by interaction. Drawing on the Norwegian work life model, the chapter discusses the institutional and cultural foundations of collaboration within the police, including trust, shared values, and the balance between formal and informal structures. Particular focus is given to the leader-employee relationship and the concept of empowering leadership (myndiggjørende ledelse), which emphasizes autonomy, trust, and shared responsibility. The chapter also addresses legal frameworks such as the Working Environment Act and the “Platform for Leadership in the Civil Service,” which guide participatory leadership practices. Empowerment is presented as an effective model for leadership in the police context, especially in a knowledge-based and autonomous professional environment. The model promotes trust, self-leadership, and contextual adaptability, aligning closely with value-based and intent-based leadership approaches increasingly seen in Norwegian policing.
