The contribution investigates possibilities of technological leadership in the context of digital transformation and changes. An ineffective public administration system is the cause of problems in the economic development. Digitalization processes are proactive in nature and depend on the availability of the necessary digital competencies among employees. At the heart of the evolution of the state, it is necessary to define digital governance based on digital reengineering of processes integrated into a single information space with a single data management system, developed infrastructure and ecosystem of actors, automated approaches to making management decisions. One path is traditional, involving a gradual evolution of the processes performed. The other path is the path of digital transformation. Creating a technological base for deploying the system is a priority task at the level of the entire state. The implementation of the concept of transition to a digital state involves step-by-step improvement over a fairly long period of time.
