Application of the Scoring Method to Prioritize Innovative Products with Commercialization Potential

In this contribution we apply one of the expert evaluation methods for the purposes of prioritization of innovative products with commercialization potential – the method of point evaluation. This method is a simple, flexible and practical tool for prioritization. To test the scoring method we took such intellectual property objects, the number of which directly affects the volume of innovative goods, works and services (in % of the total volume of shipped goods), i.e. they have the potential for commercialization. These are inventions, utility models and integrated circuit topologies. The authors propose a model of dependence of the volume of innovative goods, works and services (as a % of the total volume of shipped goods, works and services) on the total number of registered inventions, utility models and integrated circuit topologies by applicants in the Russian Federation from 2015 to 2023, which showed high reliability of both the general time model and two time periods – pre-crisis and post-crisis. In the process of applying the scoring method, five prioritization criteria were selected, which reflect the essence of innovative projects (urgency, budget constraint, goal, result), relation to the organization’s goals (income growth, increase in the number of consumers) and the need for legal protection of objects of innovative solutions. According to the selected criteria for all the considered innovative solutions the points were determined on the basis of a three-point scale. Further, the leader of innovative solutions was determined by the function «rank».
