This article puts forth the claim that polycentric democracy needs to create basic standards for a right to free association on three levels: the individual’s choice of which polity to join, how each polity will enact the right to free association, and how each polity will associate with others. It will begin by discussing the theory of polycentric democracy as put forth by Julian Miller, Charles Tiebout, and Ryan Muldoon. After discussing the variations of polycentric democracy theory, it will review several criticisms of polycentric democracy, most notably the claim that it will lead to unfair oppression. The article will then discuss the right to free association as it is understood in our society, focusing on the tensions between individual choice and social goods. The article will conclude with a theory of free association for polycentric democracy that touches upon all three parts of the right mentioned above.
