Examining the shift from New Public Management (NPM) to Digital-Era Governance (DEG), this study analyzes how reintegration, holism, and digitization strategies have shaped global public sector responses to the COVID-19 pandemic. After the stagnation or reversal of the NPM in “leading-edge” countries, the character of a post-NPM regime, called DEG, is being formed surrounding themes of holism, reintegration, and digitization. How has digital governance been employed in Asian, European, and American countries’ approaches to dealing with the COVID-19 crisis? Many scientific articles published since the pandemic outbreak mention using information technologies as essential tools to manage the Pandemic. Our comparative analysis tries to show that countries that follow a DEG approach better manage the disease than those employing the NPM orientations. Reviewing the Brazilian and other countries approaches to dealing with the COVID-19 pandemic, taking into account the utilization of the DEG components of reintegration, holism, and digital tools, is the primary goal of this research. The chapter shows that digital governance has been extensively employed in China, South Korea, Spain, Germany, the US, and Brazil, but with sensible differences and outcomes due to the lack of reintegration and needs-based holism.
