Oman’s engineering and construction sector needs help improving supply chain resilience. These uncertainties arise from pandemics, geopolitics, and a global impact on climate change. Furthermore, conventional supply chain models could effectively navigate this complexity through effective strategies. Consequently, this paper offers a conceptual model that can be considered following Oman Vision 2040 and integrates a national framework for technological innovation and sustainability. The approach combines the resilience of supply chain theories with Artificial Intelligence (AI) and sustainable methodologies. The model aims to contribute to Sustainable Development Goals (SDGs) with a focus on industry innovation and infrastructure (SDG 9), responsible consumption and production (SDG 12), and climate action (SDG 13). Thus, the research aligns with Oman’s strategic goals. Utilizing a Decision Development Model (DDM), the research integrates knowledge from grey literature, stakeholder input, and technological advances. This methodology enables the development of a holistic model to improve supply chain resilience in Oman’s engineering and construction sector. The deductive process includes concepts like Complex Adaptive Systems (CAS), Resource-Based View (RBV) and Green Supply Chain Management (GSCM) for developing the model. Moreover, it includes national policies and initiatives per Oman Vision 2040. The findings reveal that the current supply chain management systems in Oman’s engineering and construction sector must be studied to address global trends. Integrating AI with sustainability and aligning with Oman Vision 2040, the solution’s approach improves supply chain agility, robustness, and sustainability. Therefore, it offers actionable recommendations for the industry’s practitioners and officials in Oman. Therefore, it adds value to the literature by integrating theories of supply chain resilience, AI technologies, and sustainability in Oman Vision 2040 and national initiatives. It gives a holistic framework for addressing industry issues.
