European Union Strategies for Climate Change Mitigation and the Development of Smart Cities

This study examines the European Union’s (EU) strategies to mitigate climate change and develop smart cities, with a particular focus on the integration of environmental policies into sustainable urban environments. This study examines the relationship between climate change and the smart city model in the European context, emphasising the crucial need for cities to implement preventive strategies to reduce harmful emissions and mitigate climate change, with the objective of enhancing community resilience. The strategic vision of the smart city initiative is designed to provide an effective response to the complexities posed by such environmental issues. The EU provides support for smart city ecosystems through the implementation of innovative funding and policy initiatives, with the objective of achieving long-term sustainability and an enhanced quality of life. Notable initiatives include Horizon Europe, a research and innovation funding programme, and the Smart City Marketplace, which fosters collaboration between cities, industry, and researchers. The European Commission’s European Mission of Smart and Climate-Neutral Cities (2021–2027) has the objective of guiding 100 EU cities towards climate neutrality by 2030, in alignment with the United Nations’ Sustainable Development Goals, Agenda 2030. The Turin 2030 Action Plan serves as a case study, exemplifying the promotion of sustainable and resilient urban development through the implementation of citizen participation, cultural promotion, and strategies for the establishment of a more accessible, circular, and green city model.
