Congress’ broken budget process would frustrate efforts to balance the budget even with a BBA and implementing legislation in place. Congress lacks an effective budget process. The twelve annual appropriations bills collectively cover one-quarter of spending and no revenue. Budget reconciliation is an occasional, partisan exercise that usually increases borrowing. The bipartisan Comprehensive Congressional Budget Act would bring all committees and many more members into each year’s holistic oversight and management of all spending and revenue policies. Many degrees of freedom would empower Congress to find mutually acceptable way to achieve and maintain balanced budgets. In addition, each budget cycle must begin and end on time. The SUBMIT IT Act would encourage the president to give Congress vital information for each year’s legislative work on schedule. Congress would withhold the invitation for the president to give the State of the Union Address until Congress receives the president’s budget request and the national security strategy. Timely completion of the budget cycle helps the next start on time. The Prevent Government Shutdowns Act would reverse the Carter Administration’s creation of shutdowns by enacting automatic continuing appropriations and would keep Congress in DC and focused on completing the budget work.
