The Police in the Era of “Positive Change”, 2001–2005

Flowing from the last chapter, this chapter discusses the Police Force between the years 2001 and 2005. President Rawlings, a former military ruler turned civilian President was out of office, and a different political party with a full civilian as President took over the government. The new President, Kufuor, had run a campaign based on the respect for human rights and fundamental freedoms. Many analysts figured that police brutality would end with the last vestiges of military rule in 2000. Unfortunately, the police, still with its original DNA, continued their triple mandate of protecting the political class; providing cover for economic exploitation; and enforcing the “Rule of Law” in aid of political, economic, and social subjugation. The new political class was the governing elite. The new economic exploiters were the multinational companies and their local collaborators. And the new “Rule of Law” was what was churned out by the World Bank, the IMF and the WTO.
