The Indian American community did not start advocating for foreign policy issues overnight. The initial phase of their advocacy was confined to issues which concerned them in the US. This chapter traces the origins of foreign policy-related advocacy by the Indian American community. It looks at developments such as the LTBT, the Kargil War, CTBT, and NPT as sites for methodologically exploring the exercise of soft power by the Indian American networking/strategic elites. It also explores local factors, such as class and ethnicity, and how they shaped the exercise of soft power. In addition, it looks at how the changed global order and the immigration and diaspora policies created the space for the Indian American networking/strategic elites to exercise soft power.
