Management Model in Web Viewers that Incorporate Open Data - Case Study Geovisor SIG-SIR

To display geographic data, Geoviewers are used that allow user interaction with cartographic data. Some viewing platforms are open source and others proprietary, but in general they do not meet the needs raised in the Law of Transparency and the Right of Access to National Public Information in Colombia, by which public entities have the obligation to disclose those primary data, which are in the public domain and are in standard and interoperable formats to facilitate access and reuse. The SIG-SIR platform is an open source web platform for the visualization of geographic information in the Eje Cafetero region used by autonomous corporations. This aforementioned law entails extending the functionalities and structuring of geographic data to guarantee the validity, efficiency and security of the information, facilitating the usability and interoperability of those spatial data disclosed. The model presented extends the functionalities and allows the visualization of geographic data within the framework of the Law that establishes the obligation to publish data that are public in nature to allow timely access to users. With this work, it is possible to determine the implications on the quality attributes of spatial information through a conceptual model, instantiated through the extension to the GIS-SIR viewer so that it has the capacity to publish open geographic data by adding new functionalities that allow giving compliance with the guidelines of the open data law.
