Political-Administrative Elites at Work: The Making of a Major Educational Programme (Portugal, 2017–2022)

This chapter focus on the involvement of high-ranking officials from the Portuguese Ministry of Education in developing and implementing a major policy Programme, between 2017 and 2023. Two analytical dimensions are used to study political-administrative elite members at work: their professional trajectories and political strategies; the main categories they use to make sense of the education sector and participate in policy processes. High-ranking officials judge the quality of policies according to its practicality and proximity to international organizations’ agendas and standards. And they use their shaping, implementation, and intermediation powers to enact an updated version of the bureaucratic-professional mode of institutional coordination.
