Who governs education policies? Between the study of elites and the analysis of public policies, educational research has been devoted to implementing reforms, examining how policies are translated into practice (Ball & Junemann, 2012; Ozga et al., 2013; Steiner-Khamsi & Waldow, 2012). Additionally, scholars have investigated the networks of actors who produce expertise that facilitates decision-making, including think tanks, research institutions, and interest groups which inform and influence educational policies. They have also explored the international travelling and transfer of knowledge between science and politics, tracing the circulation of ideas, models, and best practices across national borders and examining how global trends and international organizations shape policymakers’ beliefs and mindsets. This has led to a deeper understanding of the complex interplay between global and local factors in shaping education systems and how knowledge is produced, disseminated, and used to inform policymaking.
