In Indonesia, most of all cargo delivered is transported by sea, with 1.2 billion tons/year for domestic shipping and 870 million tons/year for international shipping. Meanwhile, the domestic air freight is 1.1 million tons/year and 420,000 tons/year for international. The aim of this research is to find the main variables that affect the growth of air cargo traffic. The researcher determines the specific criteria from the articles collected and selects them using the systematic literature review method, with 1.998 databases sourced from Google Scholar and Crossref between 2018 and 2022. 43 articles were selected and reviewed using criteria. According to the findings of this study, there are three types of factors that affect the low level of air cargo traffic, such as policy (42.9%), air freight (28.6%), and air cargo (28.6%).
