Social welfare requires the consistent participation of all segments of a society, a sustainable and resilient society based on the idea of inclusion and growth of all society. Social entrepreneurship is the key to a society’s reliable and unfailing socio-economic growth. The young generation and women need to opt for social entrepreneurship to lead developing economies and bring out emerging societies by offering equal opportunities for all. Enhancing gender equality can help in achieving resilient and inclusive development. The current work aims to discover the formation of start-up behavior among young Malaysian women with descriptive and injunctive social norms. The data analysis was performed using partial least square structural equation modelling (PLS-SEM) to assess the proposed relationship. The results suggest that injunctive social norms are significantly related to social enterprise start-up behavior, and descriptive social norms are insignificantly related to social enterprise start-up behavior. Injunctive social norms significantly mediate the relationship between descriptive social norms and social enterprise start-up behavior.
