This chapter uses literature review through legal, historical and economic analysis and the hypothetical deductive method of building arguments. It highlights key issues that historical hindsight of colonial experience could mean for thinking and rethinking the current status quo of digital-rulemaking in Africa and Latin America. The chapter deepens the understanding of the matter by identifying critical themes for understanding the status quo, rationalizing and making recommendations aimed at promoting a fairer process of extraterritorial rulemaking by the EU.
