This chapter delves into the critical aspect of cost in infrastructure development projects, examining various project delivery methods and their impact on cost performance. Drawing from a comprehensive database of completed projects, the chapter provides empirical evidence on the cost effectiveness of different delivery methods, including Design-Bid-Build (D-B-B), Construction Manager/General Contractor (CM/GC), and Design-Build (D-B) variants. The analysis reveals intriguing insights into project costs, such as the relationship between Alternative Technical Concepts (ATCs) and cost growth in Design-Build projects. The chapter introduces the concept of project intensity as a metric for assessing the speed and efficiency of project completion, offering valuable insights for minimizing project impacts on stakeholders. Furthermore, the chapter addresses the pervasive issue of political interference in infrastructure projects, particularly in developing nations, and its potential impact on project costs. It highlights the need for transparent processes and objective decision-making in project delivery.
