The Role of Artificial Intelligence in Analyzing the Constraints and Aspects of National Sovereignty
摘要
This research aims to fill the research gap of establishing the multifaceted effect of AI on national sovereignty. While the AI technologies are rapidly evolving, so is their impact on state power, sovereignty and governance are still insufficiently investigated and require a comprehensive analysis of this revolutionary change. This research work adopts a qualitative research approach and systematically reviews published articles, policies, and cases from Scopus, Springer, Elsevier, and Wiley from the year 2019 to 2023. The study presents diverse and complex consequences of AI in the political, security, economic, and governance arenas. Some of the important findings are as follows: First, an increase of 67% in the efficiency of government decision-making by adopting AI technologies, second, 72% of the analyzed countries have no full control over AI systems in critical activities. In cybersecurity, the systems with AI were 37% more effective at threat detection than traditional methods, while AI-generated fake news grew 215% between 2019 and 2023. In economic terms, countries with a higher level of AI development had 12% higher GDP growth rates, however, 30% of jobs in developed countries can be automated by 2030. These results reveal the mixed blessing of the application of AI in managing national sovereignty, which brings advantages as well as emerging issues for conventional governing systems. The study provides a useful framework for how and to what extent AI is reshaping state power and can help policymakers to better understand how to navigate the contemporary digital environment. This calls for the need to come up with adaptive AI governance policies as only a third of the nations have developed sound policies by 2023. This work serves as the basis for identifying the emerging trends in the relationship between AI and nation-state control, showing that while AI offers opportunities for improving the functioning of states, the potential for its use poses a threat to the sovereignty of states in the context of globalization.
