Transport Environment of a Smart City: The Research of Alternative Approaches to Ensuring Punctuality of Terrestrial Urban Public Transport

The article presents the results of the study of alternative approaches to organizing priority pass of public land urban passenger transport (PLUPT), that can ensure punctuality (traffic strictly in accordance with the schedule). It is one of the most important parameters of the quality of the public passenger transport. The purpose of the study is to identify the most expedient approach to ensure the priority travel of public transport (PT) among the alternatives: priority due to the organization of allocated lanes; PT priority travel technology based on inductive loop transport detector; technology of priority transportation of PT based on Vehicle-to-Infrastructure (V2I) telematic technology. The used research methods include the analysis of regulatory and legal framework documentation, the results of surveys of passengers of public transport in Russia, the comparative analysis and expert assessment of the approaches based on formulated criteria (implementation conditions, service requirements, adaptability to the situation on the street road network (SRN), restrictions and barriers, disadvantages and negative consequences, implementation cost, impact on the improvement of PT punctuality), analysis of the used hardware and software systems. Based on the analysis of the advantages and disadvantages of the three approaches under consideration, it was found that the organization of the allocated lanes does not provide sufficiently optimal PT traffic conditions at the regulated intersection. The inductive loop transport detector approach is attractive in terms of cost and timing but is not scalable and has no additional potential for smart city development. The V2I-based approach is the most functional and provides high PT punctuality, but now it is the most expensive one and it is difficult to implement it. Based on all the considered conditions for the application of the approaches, it was identified that the most promising is the approach based on the V2I technology, which is the basis for the active development of intelligent transport systems (ITS) within the framework of the “smart” city concept.
